Since the enactment of the Higher Secondary Education Act (1989), the Higher Secondary Education Board has extended the secondary school system to grades 11 and 12, implementing the necessary curricula, textbooks, and examinations.
The Board also established and maintains ties between higher secondary schools and national and international universities. The main functlons of the Board are as follows: granting approval for higher secondary schools; developing and revising curricula and textbook materials; conducting examinations and publishing results, awarding certificates to higher secondary graduates.
The second official level of education is a secondary level which comprises of two sections, secondary (grades 9-10) and higher secondary (grades 11 and 12). A national-level centralized examination is conducted at the end of grade ten. This examination is popularly known as the School Leaving Certificate (SLC) examination.
Furthermore, higher secondary education examinations at the end of grades 11 and 12 are organized by the Higher Secondary Education Board (HSEB) at the national level. Higher secondary education is a modern development in Nepal, initiated in 1994. Earlier, universities used to provide 2 years of proficiency certificate-level education to SLC graduates.
